Strengthen accountability

3.       Reduce military spending

4.       Provide budget for implementation of NAP

5.       Create avenues to involve women in peace process; form women peace groups at local level

 

Support, rehabilitation and reintegration

6.       Provide long-term support and rehabilitation to women survivors, in a holistic way; reinforce mechanisms and upscale fundings

7.       At local level, create women friendly places to deal with their trauma

8.       Use participatory methods to gather the voices of women victims and strengthen them

9.       Include women ex-combattants in programs

 

Legal reforms

10.   Amend discriminatory laws that reinforce the impact of conflict on women (including underage marriage and discrimnatory practices)

11.   Implementation of national laws and amendment of discriminatory laws

 

National Action Plans:

12.   Encourage governments to adopt National Action Plans on 1325 on Women Peace and Security and on BDPfA

13.   They must include funding for implementation and monitoring mechanisms/framework

14.   Localisation of implementation plans, to support local authorities

15.   Create monitoring and accountability mechanisms (that are transparent)

16.   Need a regional action plan on implementation of 1325 / BDPfA Area E

17.   Governments without NAP should also take steps to protect and support women….

 

Implementation

Beijing 20+ Review process particularly on Article E should also feed into the Global Study on the implementation of 1325 and post 2015 development framework

 

  Specific recommendations for the Civil Society Forum Declaration/Statement 1.       Redefine the meaning of “Justice” from the perspective of women to challenge the current legal definition, so women can reclaim their rights

2.       Encourage governments to adopt National Action Plans on 1325 on Women Peace and Security and on BDPfA Critical Area E

3.       Provide long-term support and rehabilitation to women survivors, in a holistic way; reinforce mechanisms and upscale fundings

4.       Create monitoring and accountability mechanisms (that are effective, participatory and transparent)

5.       Create avenues to involve women in peace process; form women peace groups at local level

6.       Ensure accountability and transparancy of military spending

7.       Create safe spaces for women survivors of conflict at the grassroots level to support women in accessing justice

8.       End Impunity and strengthen rule of law in regard to VAW and SV
