Related activities on women, peace and security CARE Myanmar is implementing a project on “Strengthening the Implementation of UNSCR 1325 in Myanmar” at Demosoe Township in Kayah State. CARE Myanmar has targeted 44 communities in Kayah State.

Training at the community level -To reach out to more women in the villages in order to raise awareness on UNSCR 1325 and CEDAW, and to build the capacity of the communities to use of CEDAW and UNSCR 1325 as advocacy tools, CARE is working closely with a women’s network in Kayah State that includes all the major actors who play a formal role in women’s empowerment. Together with the network members, CARE formed a Women’s Employment Trainer Network as a tool. CARE Myanmar used a three-step-approach to build the capacity to the communities.   First, all 44 target communities received Gender and Human Rights training, which created a basis for the second step: GBV and legal awareness training (with a focus on women’s protection). Lastly CEDAW and UNSCR 1325 training was provided to the communities.

The training was conducted by a trainer network in Kayah State and the Department of Social Welfare staff at the national level.

Moreover, the CARE project held workshops and trainings for local government authorities, as well as on encouraging women and government authorities to attend women empowerment events together to create space for joint discussions and collaboration.

 

Organising for women’s empowerment – The project also put a heavy focus on advocating to all levels of government in Kayah State (including local and village track government) regarding women’s rights and promoting women’s active participation in the peacebuilding process. The intent was to enhance the State Government’s interest in women’s empowerment to the extent that they would regularly invited the women’s group representatives to participate in monthly coordination meetings. This is still a ‘work in progress’.

 

Special events – The nature of the project and the rapidly changing context meant that the activities had to be constantly revised. As a result, CARE had to take opportunities as they arose, for example CARE was able to organise four special events by creating the opportunities for community members to voice their concerns to State Ministers at round table meetings. In those four events, CARE created a space to enable equal but different opportunities for women and men to participate in a variety of women’s empowerment activities, such as inviting couples for join dialogues about women’s empowerment. An action plan for reducing GBV was developed by women in Kayah together with State Ministers and officials in the events. As a result of these events, people from different levels of society were able to share their experiences and learned from each other as ideas were discussed from different points of view. This is significant because research has shown that there is little understanding between ethnic groups as they have been separated by many years of civil war.

 

In addition, CARE was able to negotiate to conduct a Gender & Peace workshop in collaboration with Myanmar Peace Centre (MPC) and Myanmar Women and Children Development Federation (MWCDF) although it was not included in the original work plan. In that workshop State Ministers and Administrative Officers were invited to discuss how to increase women’s participation in peace building process.

 

Involvement of Stakeholders – CARE has been working with a variety of stakeholders and target groups such as local and national level government, parliamentarians, lawyers, national and international NGO partners, women’s groups, men’s groups, IDPs and returnees in Kayah State.

At national level, the target groups included following stakeholders:

             The national Ministers involving in peace negotiation process;

             Parliamentarians from Yangon, Naypyitaw and Kayah;

             DSW Staff member from Yangon, Mandalay and Naypyitaw;

             Myanmar Women’s Affairs Federation (MWF) members;

             Myanmar Peace Centre (MPC) staff members;

             Myanmar Women and Children Development Foundation (MWCDF);

             NGOs/INGOs staff members participating in peace building process;

             Government school teachers from two Central Institute of Civil Service training centres
